One line in this article stands out, at least in my mind:
"...It was clear that Cheney's doctrine was cast-iron strength at all times -- never apologize, never explain -- and Bush moved toward the conciliatory."
The other night we rented the John Wayne classic "She Wore A Yellow Ribbon", or, in French "La Charge Heroique". Excellent movie for those of you who like westerns. Anyways, in the movie, John Wayne is constantly saying Never apologize, it is a sign of weakness (I don't remember the quote exactly).
Hmm.
